  It is a good development. However, no date is mentioned in the report for the commissioning. It renders the report speculative.
  
  Important stakeholders should have been interviewed for comments on the proposed commissioning. In the contrary, neither the ministry overseeing sea ports nor its agencies, made any comment on the report.
  
  Could this report be one of those usual media propaganda to keep the people in perpetual suspense?
