According to a report by Africa Foot, Everton are preparing a bid for the Nantes winger at the end of the season.
The report added that the Toffees have sent scouts to watch the 29-year-old in the Ligue 1 in recent weeks.
Simon has been in an impressive form for the Yellow Canaries this season, racking up seven goals and nine assists in 27 competitive appearances.
The Super Eagles winger has a market value around the region of €15m.
Simon's contract with Nantes expires at the end of June 2027.
Maduka Okoye - Bournemouth
Bournemouth are reportedly considering a move for Nigerian goalkeeper Maduka Okoye.
According to reports, a transfer for the Udinese shot-stopper could be on the cards next summer.
Bournemouth are said to be uncertain about the future of Spanish goalkeeper Kepa Arrizabalaga.
